SpeakOut Network - Project

The Care Quality Commission (CQC) is the independent regulator of health and social care in England. It aims to make sure that better care is provided for everyone, whether that’s in hospital, in care homes, in people’s own homes, or elsewhere. It regulates health and adult social care services, whether provided by the NHS, local authorities, private companies or voluntary organisations.

The SpeakOut network is run as a partnership between the CQC and the International School for Communities Rights and Inclusion at the University of Central Lancashire (UCLAN). SpeakOut supports small and often unheard or marginalised communities to have a voice in the regulatory process.

As members of the SpeakOut Network, The Barnsley Gypsy and Traveller communities contribute directly to the regulatory process by taking part in special studies and reviews and completing feedback forms. We have undertaken two studies so far; Medicine Management and a review of the CQC Standards document. The Community Development Worker and Health Trainer Joanne Morrison attended training sessions with UCLAN in order to undertake the research and the CDW analysed the data and submitted the reports to the CQC.

One of the most recent communities to be established under the BBEMI umbrella. The Gypsy & Traveller Community have existed in Barnsley for over 80 years. An official Council site was opened in 1983 and a privately owned site has existed for over 30years. Group representatives work in partnership locally and across South Yorkshire to raise an awareness and understanding of the issues and needs of one of the marginalised BME community groups.

GTC Aims:

  • To improve services to the Gypsy & Traveller Community.
  • To build Community Cohesion and Social Integration.
  • To representation at local and regional levels.
  • To identify needs and improve the quality of life for its members.

Women’s Health Day
16th November2009. Women’s Health Day at The Core Barnsley

Building awareness of the impact of alcohol and smoking on personal health and during pregnancy, breast cancer awareness. The day included therapies and treatments.

Children’s Christmas party
On the 17th December 2009 the Children’s Christmas party / Free Play was held at the Barnsley Central Library, delivered in partnership with Barnardos.

Traditional Gypsy storyteller
On the 14th January 2009, a traditional Gypsy storyteller has visited Richard Newman School in Barnsley, building awareness of the Gypsy Traveller culture.

Traveller History Project & Cultural Awareness in Schools
Following the success of the Gypsy Traveller Arts Project in 2007, a project was initiated to celebrate Roma History Month, a Government Department for Children Schools and Families national scheme.

Gypsy Traveller Health Conference
The Community Mental Health Research Project report commissioned by The University of Central Lancashire was launched at the second Barnsley Gypsy Traveller Health Conference at Priory Campus, over 80 stakeholders and community members attended. Speakers included: CDW, Health Trainer, members of the PCT and community advocates.

The Traditional Gypsy Bow Top Wagon owned by a local community member to visit Richard Newman School and traditional flower making craft workshop will also be delivered by local community members.
